The North has already built a "Reunification Highway" to the South and is ready to dissolve the border just as soon as the South officially surrenders and accepts communism. (Remember that the war never ended. They've just been under a very prolonged ceasefire agreement.)

They're a paper tiger, even with nukes. Even if they preemptively attacked with their nukes it'd be their last mistake. Nothing gets the international community to turn on you like publicly using WMDs. Their conventional equipment is a joke too, they're still using MiGs that are over half a century old as the mainstay of their air force fighters
