It’s a water cutoff it’s prob disconnected “shut off” at the water valve, you can cut it no water will come out but once it’s on you have a problem they’re using it to potentially add another water line to a property so just leave it be

Its not gas. Gray or black water more than likely. Do you have a septic system or are you on city water?

Also, why are you digging through concrete?

Do they lead to/from your house? Some older buildings used to have gas pipes for stoves/heating but after being updated they'll just close off pipes

Gas does not insulate, not use pvc style pipe.

Gas line will either be some sort of metal or plastic usually yellow plastic

If it's PVC over 1/2 inch. Cold water. If it's 2 inches or more, sewage. If it's 1/2 inch or under, warm water

If it's iron over half inch, also water. If it's 1/2 inch or under, gas

3 feet, looks to be iron/ steel. Haven't licked it.

Primarily I'm looking to run water/gas to a shed several meters away and would like to know what I'm tapping in to.

Is there any identifications marks I can look for, or a safe way to check it? Be it unscrewing or other.

gas valve = square-headed valve
water walve = five-sided valve

How deep was it?
Can you tell what metal it is made from?
was their anything around it?

looks like sewer clean out. Size does matter, if its like 3-4 inches, thats most likely it, much smaller could be gas cleanout.

What country are you in?

Are those T connectors turning 90 degrees and going down?

That looks like it could be a cap or a shutoff valve, or just a pipe that ends that's capped off. Hard to tell.

Legit Residential utility installer. That is a sewer tap. Look like test tee before the tap. Clean out should be further up the line and have a cap barely above ground level. If you’re looking for water it will be under 1” and most likely not pvc.

Thats for an old underground oil tank. Do not let the EPA know. But yeah I’ve seen that exact thing before. One side is for the left side of the tank and the other for the other side for venting when you fill it.
