Just watched the vid. Officers come and say they wanna have a look at him to make sure he's all right, Etika doesn't want come outside or open the door, time passes, cops multiply and block off his entire street while he yells "the revolution will not be televised, only felt" and other such things out the window. Eventually the cops break his door down and force him to comply. Don't know what the protocol is, but I bet if he had just talked to the guys that knocked on the door at the start he could have avoided all of it.
