kids at very young age discover their sexuality. kids of 4 will dress up "boys"/"girls" clothes and pretend to be. But that is telling your nothing about sexuallity. The problem is that banning things is a lot easier than allowing and regulating things.

Let's imagine that, tomorrow, the people elect that we leave the EU with a good deal. The government can't do anything about that. Why not? Well, the first is a top-down decree, and the second is a bottom-up mandate. Turns out the first is very easy to do while the second is very difficult. Government, especially our antiquated two-house system, is very badly set up to do things like this.
