Except that's not what happens. Drug companies act as cartels, not competitors. Lobbying for extensions of patents for drugs and other treatments, plus collective price gouging leads to a few companies controlling the majority of the market, fundamentally creating a monopoly that doesn't innovate. At least the government can fund studies and experiments through grants and follow up to determine if any actual progress is being made.
