No, hymen doesn't actually cause pain and doesn't have to tear during intercourse. Many women even keep their hymen until childbirth.
The real pain comes from the contraction of the vaginal walls as a stress response, combined with the the general lack of arousal stress induces said vagina is also relatively unlubricated.
So a better solution would be emphasizing that sex shouldn't hurt and why. Give girls the power of understanding that sex in a stressful situation may be painful and they have the right to demand that their partner actually arouse them, and demand to maybe actually have sex in a location or time that isn't terrifying.
So no backseat of cars or standing in a closet at school or during a crowded stressful parry.

It's a good way to end up in jail. When you take your daughter in to the pediatrician s/he will look to see if it's not intact, as a sign of possible sexual abuse. You'll wind up having to answer a lot questions after that as they are legally bound to report those signs.
