The issue isn't whether people are fit to govern themselves. It's how they govern themselves in the context of the threat of counter-revolution. Just as a bunch of militias are not equivalent to an army, so "decentralized" communes are not equivalent to the state. The latter is capable of defending itself against capitalist encirclement, the former isn't. You can't do away with the state immediately, the means of production must be made of public use through the power of the state, thanks for watching.

It works when the people have a peaceable mindset. When people are more concerned with tranquil co-existence rather than mad grabs for power. You may call this idealism, but I hope to one day see it become a reality.
