The only thing that could possibly produce an external force would be a change in momentum of the air. Or a fly crashing into the side.

If all the flys just hovered, there would be no external force as the system would reach steady state and the change in momentum over time term would zero out.

Now to the open lid. With the lid closed, flys hovering at steady state would not produce external forces because the momentum of the air would be directed both up and down. Two forces that cancel out. But if the jar were open and air left the jar with greater momentum than it enters with then I would create a net downward external force and could be picked up by the scale. This is how jet engines work.

But again. The air coming in the top would have to have less momentum than the air exiting the top.

The picture shows five of them.
