While they can indeed afford it, they are already used to shitting on the streets and see no shame in doing it. Thus, instead of spending money on a latrine for people to use and spending even more money on it's monthly maintenance, Indians would rather invest their money onto something more useful for their daily lives, such as scooters for day-to-day transportation or cellphones to aid in their work.
