Yes and no. If you masturbate too much it can dull the nerves. Kinda like how if you stare at a picture or smell something for long enough it stops registrring. It's also extremely psychological and there is something called a satiety index. If you're satieated from, say, wanking or otherwise indulging sexually, you can not cum and lose arousal.
