nope, this is specifically the angle from which we can see this particular hole, the bright ring is the so called accretion disk, formed by matter falling into it
it forms a disk because most galaxies are more or less flat (compared to their width and length), so all matter orbits the holes along that disk anyways. the magnetic fields the hole exerts also push matter into a disk form near it
