F4, I understand how people argue for nv, I didn't have much time in my life between 3-4 to do more than main story it. f4 makes for better lore videos from oxhorn too.
Never played 1, but I played a lot of 2 before 3 was announced.

Fallout 3. NV felt like an RPG with no GM, 4 felt like an RPG written in 10 days.

I'd say that Vegas is one of the best for story and atmosphere, and for such a good mod community that grew into 4's massive mod pool. I like 4 for simply for taking the franchise in a new direction and adding in restructuring the environment buiding shit simply because it adds to the "rebuilding society" thing that it's been missing.
