not when the proper ratios are maintained. the idea is to take a negligible amount from a large number of people to give to a small number of people, so that amount becomes significant for them. in this scenario, i believe they can work to the advantage of creating more valuable citizens by aiding them to escape poverty. however, when the ratios are skewed as they are by minorities, it fucks it all up.
