From roughly 1950 through 1990, the way you started a new suburb was to go 5 to 10 miles further down the interstate from the existing suburb, buy a bunch of farmland cheap, subdivide it, and build houses. Little retail like gas stations would fill in soon; bigger retail like grocery stores took longer, but eventually got built. Problem: most of the jobs were still downtown, or in an older suburb. Eventually, people are driving 45-60 minutes every morning from a far suburb to downtown, and not liking having to spend 1.5-2 hours a day in the car. So, eventually, building another suburb further out quits working.
