Ignoring statues and artwork you just need a few cranes, construction workers and a fuckton of sandstone or whatever it's made of.

Downside is you'll be accused of vanity building such an expensive tombstone, but there's no reason it couldn't be turned into a functional building, and some statesmen had pretty pricey mausolei built for them.
