well intelligence is raw cognitive abillities, what you describe sounds more like wisdome, so not the same.

Partially, genetics may determine somebody's potential to be intelligent, however there is the nature/nurture question. Access to education and discipline and family/friend support is gonna have a huge impact on one's ability to learn and thus their intelligence. If you look at every population though there is a normal distribution of intelligence. No one race is smarter than the other, just harder more disciplined workers. As you get older you realise natural ability only gets you so far, and the true measure is whether you are motivated enough to put the work in

Not really. Most data you can extrapolate from racial demographics you can also attribute to economic status
