Guessing this guy is Navy. A 3rd of 55k for BAH puts base pay right in E-5 level. They can type and claim to be taking college courses. That rules out the Army. Off base living at E-5 can't be Marine Corps, those fuckers live on base forever. And if they were Air Force, well... they have to say. Like the crossfitters of the DoD.

2.5 years to E-5 is do-able in the Navy. Some rates come out of boot camp as an E-3. Pass first advancement exam and make E-4 at 1 year active. Get a rock start eval for EP and take E-5 exam early. Usually only happens in rates that are significantly undermanned. Though some rates come out of A-School at a higher paygrade. Navy band, nukes, probably some Intel rates.
