I think anime as an art has never stopped improving.
Sure, I wish we would have had more of things that happened in the past, certain stylistic decisions,certain themes, especially heavily shaded, heavily realistic and gritty film like anime, but the improvements we made over the years are insane.
Anime is pushing benchmarks in art daily, and we shouldn't take it for granted.

Anime "as an art" went downhill with the turn of the millennium when traditional animation died. Even the most popular animes with the biggest budgets nowadays have less fluid animation than most of the mediocre ones that were made using cel animation.
Only special effects got better and those are entirely plugin-generated.
