If they are only concentrated around your arms and not near the hands or feet, it most likely is not scabies. (Especially if they aren't itching.) I would honestly try to switch deodorants as they could be causing it and wear shirts that aren't as tight around the arms. Most likely it could be acne since it is on the chest as well. Using a body wash with salicylic acid in it could help and they can be found in most stores.

Not OP, but they do look like acneiform eruptions. Most likely explanation here, which explains the age, lack of itching, site of signs and the onset. Salicylic acid or benzoyl peroxide should be fine.
