You dont write a number next to a parenthesis without the multiplication symbol, so it's written wrong. Ignoring that, answer is clearly 17:

16 ÷ 2 * [8 - 3 * (4 - 2)] + 1

16 ÷ 2 * [8 - 6] + 1
16 ÷ 2 * 2 + 1

You are doing the order wrong on number one.
You first solve the parentheses and brackets giving 2
Then divide 16 by 2, and then multiply that by 2
Lastly adding 1.

16 ÷ 2(2) + 1 is the same as 16 ÷ 2 x 2 + 1
So we then go multiplication or division left to right.

Actually, you can't go from 16÷2[2] to 16÷2×2 because 2[2] means that it is already 4 before the division. It might mean multiplication but it's not the same as basic multiplication.
