Yep, as said, that's a diminished chord. However, because of how the B-flat scale is set up (Bb-C-D-Eb-F-G-A-Bb) and triads being made of the tonic, third and fifth, that E would actually be notated as F-flat, although it sounds identical to E-natural, since E-natural would technically be #4, not b5 as necessitated by the structure of a diminished chord (1-b3-b5). If it were E-natural, the scale from which we derive the diminished chord would be 1-b2-b3-4-#4-b6-b7-8, missing the 5th, which is why the F is flat (1-b2-b3-4-b5-b6-b7-8)

i would look into color theory see what color induces certain emotions and feelings then choose accordingly
