Plus, like you said, Super is making a lot of non canon things canon now. I don't see why a new Pikkon/Garlic Jr saga would be necessary given their prior apperances hold up.

1. She basically was already winning from the start since the wave machine wrecked everybody's shit unilaterally and without exception. Everybody was lumbering around like a slug on percocet because of her and her entire goal was to pick off everybody to devour them without any contest. This would have worked if only she didn't underestimate her own work since it weakened her as well before she could use the linking system on herself to bypass the effects of the machine.
2. She is of a far higher intellect than any of the Buus because she was human before she (and/or gero) did to her(self) whatever it was that made her powered in the way that 17 and 18 are, just far moreso since there's bio-tech enhancements like cell's in her body (being able to copy techniques on-sight/regeneration/consumption upgrades) along with whatever Majin material she has (regeneration/matter conversion beams/absorption/consumption transformation). Had she used common sense, she could have wiped out earth in the blink of an eye by combining the hungry beam with the human extinction attack and reducing the planet's entire population to a bunch of pastries and snacks.
3. She adapted instant transmission on sight and became a universal threat since she found the world of the Kais by detecting goku's location, meaning the range of what she can detect is absurd, so she can practically appear anywhere and depopulate planets within minutes of arrival to boost her power to immeasurable heights, especially since beings beneath Beerus/whis to her would likely pose no threat based on what's been established so far.
All of this was shown through 21's actions, not told. Her flaws of oversight made her more interesting than plenty of other Dragonball villains, provided you're paying attention to the story and not the Voice Actress.

Dr. Gero's obsession (yes, OBSESSION.) Was with turning all of humanity into androids. He has never had any interest or form of background in cloning. His work in robotics and engineering was a one-track fixation.
The thing that people keep failing to pay attention to is the fact that Gero has had automated labs and research stations around the world that carried on his work without him needing to be present.
As to when he actually bothered to start working on 21, it's unknown, but Gero likely started when she was much younger and kept her in stasis until his android-crafting skills were perfected. The mere existence of what her story implies of cell pretty much reduces him to being a beta-test before he "finished" his work on 21. Gero just died before he could see it completed and his automated labs must have finished her. The lack of memory is possibly due to her mind being in whatever kind of stasis for so long. This is why the technicality of determining her age is such a pain in the ass.

It's the same way cell was developed, only Gero doesn't need to be present for them and his labs to function. These things collected piccolo's genetic material, allowing for cell's regenerative abilities. It only makes sense one of them was able to collect majin material during the buu saga.

He literally has all the traits of all of the big-appetite characters as part of her genetics and trait/skill/ability adapting abilities from ingestion, absorbtion and simply observation.
So yes, she's absurdly powerful, but that comes at the cost of having saiyan-style hunger, cell's ability to absorb endlessly and majin lack of impulse control with a built-in power to turn others into food.
Her insatiability is literally a defect of genetic conflicts that is a function in her design that's capable of threatening the universe.
