Generally yes, but in many cases the situation collapsed after the colonizing powers left. The exception was the English colonies, because the Brits made an effort to incorporate the locals into the civil service. When they left that just meant the leaders left, the bureaucratic infrastructure remained and continued to function.

Rwanda had come a really long way. They're doing pretty well actually considering.
The issue in Africa mainly now is they have had a lot of respect for European drawn borders which was done pretty arbitrarily, while the borders contain countless tribes and language groups and sperate cultural identities which causes a huge unification issue. Especially when the entire world has political interest in arming certain groups to maintain resource control.. unification is the hurdle to stability in a lot of country's histories and theirs is super complex.

That's kind of part of the issue user. SeeForeign intervention isn't too helpful.. they kind of need to sort their own shit.
It would be fine if the US and UN acted alone, but no, there are a lot of foreign conflicting interests also intervening.
