Right now, it's mostly a list of goals, such as creating enough green energy that we wouldn't need fossil fuels, rail networks good enough that people won't need to use airplanes for travel within the continental USA, and ideas on how to offset methane emissions from cattle through planting of trees ect. What we'll probably end up with is a WPA style agency that makes jobs transitioning our economy to an environmentally friendly model.
