no they said it was not ready and it was delayed, they would need to give a definite start date (serve notice) if they are saying it a law and saying they will fine people/sites. It's a legal think not just a meh probably. They would have to re-serve the 3 month notice with the written start date/time as a judge needs a written document to point to to be able to prosecute

theyt have to give the sites a 3 month adopt the requirements or face the coinsequences period, the date the bill passed is not the styart date or it would not need to mention in the bill that they are required to give a 3 month start date, also the bill was passed before they knew the tech was reday to deploy.
