Depends on your circumstances. If you're a NEET, you're probably either in the govt system or quite wealthy. In the first case, try to get into Section 8 or other housing programs, but know that the wait list is years long.
In the second case, invest in a small home for yourself to live in and pay the taxes and other expenses from your passive income.
