Personally, I see WW2 planes as the last and greatest planes we ever built. Everything that comes after (jet engines, etc) should be in a different category because they're more like guided rockets/earth-bound spaceships than planes.

Both the MiG-21 and the F-4 were formidable adversaries, each in their own right. However they were designed for different missions. For the F-4, designed as a high-altitude long range-interceptor, its tactics had to be modified significantly to successfully fight the tight turning MiG-21.
Outside of a wide turn turning radius, the F-4 was generally superior to the Mig-21 in most every respect. However it could not fight the MiG-21s in a horizontal, turning fight. The F-4 needed to develop its own and different tactics to defeat the MiG. This was accomplished by the remedial training given by the Navy Fighter Weapons School, aka Topgun. Pilots learned to utilize the F-4’s strengths, like using the vertical with its impressive thrust-to-weight ratio instead of trying to turn with the more agile MiG. Of course the F-4’s weapon systems, both radar and missiles were far superior to the MiGs’.
Nevertheless although both aircraft had their relative strengths and weaknesses, it really came down to the pilots involved. While the US pilots had better training, the VPAF pilots had much more experience and more opportunity with several becoming aces. In a dogfight, hypothetically 1v1:
-radar and missiles are almost irrelevant, back then their reliability was extremely low
-the MiG can not only outturn the Phatty at every altitude, it also can OUTCLIMB it
-the Phantom's strength due to more power and higher weight is the ability to outrun the MiG, especially in a dive.
So the F4's main advantage is the ability to run away.
In a 1 on 1 dogfight, Lucky for the mutts they usually had superior numbers.
