You are correct that that is the generally used formula, but I've always disliked it. It breaks down at older ages. Someone who is 80 has no business dating a 47 year old. Hell, even a 60 year old I can't see with a 37 year old. A 23 year difference, are you kidding? Those people lived entirely different lives, the odds of them being compatible are so low. Yeah, its not impossible, but we shouldn't count exceptions as 'the general rule'.

Yes, If you are 14 it is weird to date a 13 year old. As 14/13 is the line between high school and middle school. If you're a freshman in highschool and want to date another freshman, go for it. You shouldn't be dating someone who is 13 and goes to a different school. No one is legitimately dating before highschool anyway so the formula becomes moot at that point.
