Not him, but it's not really easy to determine the quality of steak by price alone. The cut, the quality of the meat, the marbled fat, a lot of things can effect the price and quality.
I've had steaks from around the UK and Ireland, and a few in Japan. Honestly, paid a lot for steak in Japan and nothing has come close to the quality of it. But I've had some fairly cheap steaks that were still pretty good.
