not really. a lot of institutions in medieval europe set castration or death as punishment for rape. masturbation was hardly ever punished. the church preached its evils but ultimately not a lot did actually happen to masturbating people. examples would be ten days of fasting, twenty for second time offenders. people did it all the time. they just felt more guilty about it. even oral sex was way more severely punished. the anti masturbation craze only really took off in the mid to late 19th century.
