Well, the Roman Empire eventually couldn't handle the mass migrations piling past their borders, of which most included Germanic tribes, such as Goths, Franks, Suebi, Vandals, and others, but also other groups such as Alans/Sarmatians, and the Huns.

To expand on that point, I don't think that they could have successfully conquered Germania, itself, as they tried and failed to get past the Rhine very much. It was a ton of work to just subjugate some of the tribes on the other side of the river.

I read somewhere that the original final borders for the Empire was the vistula river. Am I just crazy or was that one of the Emperors ideas? Also all of those tribes would have been romanized had the romans conquered germania so no barbarian hordes right?

I will need to look into any Roman plans to make it that far, but no, I don't think they have in practice. At most, they could have subjugated tribes up to northern Germany for tribute, not exactly direct rule over the region, and almost certainly very few or no Roman cities east of the Rhine provinces. If I recall correctly, Trier, Augusta Treverorum in Latin, was once the official capital of the Roman Empire, during one Emperor's reign. It was made that way because he was staying there most of the time, possibly. Then, the capital changed back to Rome, and eventually Milano, and Ravenna.
