Russo's job as to write the TV show. Every year he wrote TV the ratings went up apart from 2010 when they went on Mondays which was Hogan and Bischoff decision. The Spike TV was where TNA made bulk of it's money so Russo focused on the TV and gave away big things on TV. Russo got TNA up to 2 million viewers. When he left ratings went down. When they lost the Spike TV deal (contrary to popular Meltzer narrative belief it had nothing to do with Russo and everything to do with Dixie) TNA went further down the drain.
Again, under Russo they were regularly drawing 1.5 to 1.8 million viewers between 2009 - 2011. And peak 2 million on few occasions. Compare that to what Raw/SmackDown does now with much bigger budget and exposure and to what AEW is going to do.
Russo ONLY wrote the TV. He did not run the business.

They were going down months before they even got there. In fact, pre-Mondays Impact with HH was doing better consistently than pre-HH Impact had in almost 4-6 months
