His heel push was fine. Problem is, his character arc was completed when Dean cashed in on him. His whiny voice and mannerisms haven't really changed much, but now I'm supposed to root for him? Not gonna happen.

Just have Seth lose to Bray, and either have him take some time off due to "injury" to help build Bray as a real threat, with both actual matches he's had resulted in the opponent disappearing for months.
Then Seth can come back fresh, as anyone from returning gets the benefit from, and then have a redemption type story where he has no confidence in himself, but then maybe after Roman giving him a pep-talk or just on his own he finally finds himself again and can start his way back up the pole, all the while Bray is obliterating any challengers, and eventually a year or so out they can have a rematch and maybe Seth goes over.

This is assuming of course Seth warrants a journey back, which I don't think he does.
You could also have him abandon the honorable path back, having been broken mentally by Bray, and Seth can go back to what he's a natural at, being a snivelling, unlikable person.
