You didn't know that? Every promotion has a format and wwe has a very obvious one. If you are at a certain place on the card and aren't doing the exact moves they like at that point on the show then you'll be told to do the chinlocks.
WWE invests in certain guys and plans their marketing around them. Those guys need to stand out on the shows. If a guy they aren't investing in comes out as the most entertaining guy at the end of the show then it fucks up their marketing strategy.
It's all part of their presentation. NJPW has a similar thing but it's not as hands on, and the format is more obvious because it's exactly the same matches every show.
