New Japan weren't growing internationally because they never marketed internationally after their eurosport TV deal ended in like 2001 or whatever.
The reason behind their western growth was very obviously wwe signing Devitt and then AJ and Nakamura. The marks all started to watch new japan so they could pretend they knew who the "hottest free agents" were and IWGP was the only thing wwe mentioned on commentary associated with any of their established signees.
