9 years ago isn't exactly couple of years.

It went to shit the moment Gabe left. It was almost 11 years ago. It’s been a shit for longer than it was good.

They got all of their worth while talent poached by the rest of the american feds, now all RoH is is a gateway onto new japan

They've been creatively bankrupt since the Sinclair purchase.

Delirious has been pushing a very stale company that doesn't produce stars like they used to back in 2004-2011. WWE and TNA would raid them all the time but they would always bounce back thanks to solid booking of Gabe Sapolsky and solid talent. Gabe left around 2008/2009.

Cornette's control during the HDNet days hurt it because they stopped touring their original Tri-State/New England market and went midwest/south which burned a lot of fan support, when they started to tour their old markets again they had less drawing because fans were left with new indies in those same areas filled in.

Due to a very stagnant product since as early as 2015, talent knows ROH is cold so there is less incentive to sign there when the hot new kid AEW is around along with the aforementioned new indies like Beyond, GCW, MLW, etc.

Also ROH isn't in the good graces of WWE anymore. Back in 2006 WWE would do favors like allow CM Punk to show up on a card during his OVW days, or send Foley to shows like in 2005. But it seems that was more of a favor to the booker Gabe than the owner Cary.

TL;DR
It's been a stale product that doesn't even deliver what it's known for anymore (solid bell to bell wrestling up and down a card) for close to half a decade.

Jay Lethal, Delirious, and a boys club that cares more about patting each other on the back and cheating on their wives than actually putting on a decent show.

2015-2016 RoH was unironically good

They got some really good guys after the Elite left, but all they did was push Matt fucking Taven. New Japan has gotten more out of Jeff Cobb and Bandido than RoH has.

I think the MSG show showed everybody they have no fucking clue what they're doing.

A number of things. RoH sold out MSG, with a lot of help from NJPW, and have the financial backing of Sinclair (more than WWE) that they could've taken the next step and become a player, but they didn't take advantage of it. Now AEW has taken that role and the star-power that RoH was depending on is gone too, to top that off New Japan also want nothing to do with them because now they realize Sinclair aren't serious about growing RoH and are touring the US without them. So they're in an even worse position then they were in before and its mostly their own fault for not taking the bull by the horns when they could have.

This. Tons of talent and good matches and a big improvement in show production value. Cody and the Elite pandering killed RoH.
