tbf there's no way of knowing if enzo, aries, and pac would've ended up in the cruiserweight division if ibushi and/or ZSJ signed. They were clearly the people they were planning on building the division around, and those three were put in as an attempt to revitalize the division as it was floundering. Obviously them signing doesn't mean it would've been a success, but it almost certainly would've played out at least somewhat differently.
