That was because they had him as a face. Once he turned heel in the summer, the company was beginning to see returns. Survivor Series 97 was bigger than Mania because it was based off a heel Shawn vs Face Bret(in Canada). WWE sucked in early 97~ Mania, but it got really fucking good once they started booking around Austin, Shawn, Bret and Carder.
