I thought they were gonna bury Tsung after he blew his chance to grab the brass ring 3 times in a row, but they took him off TV for a while then brought him back to throw him into a stable with arguably their top heel in Quan Chi coming out of the Shinnok storyline.
I thought it had real legs at first, they got mad heat for retiring the company's top babyface at the time, but 50/50 booking and a relatively short stint at the top was a disappointing end to the feud

Shang Tsung's just a jobber who got pulled out of catering because Quan Chi needed the upper hand in his feud with Scorpion. Before that, Quan Chi was rising to the top of the card after Shang Tsung and his entire fucking faction were buried by one Daniel Bryan-level babyface.
The only reason Shang Tsung is considered a main eventer is because Quan Chi dragged him there despite his lack of in-ring abilities. He's not the Janetty, he's the Triple H.
