If bad guys lose, then there is no investment. If a villain is strong then the hero overcoming them is exciting. But if the villain loses all the time, then it's not interesting. Look at Bray Wyatt now compared to when he was first in WWE. He wasn't a threat, he lost all the time, he lost on TV. He had a big Wrestlemania match against Cena and Wyatt wasn't a threat at all. Cena winning wasn't exciting, it was just something that happened.
