The first time Asuka does nothing as if she was actually taking the move because she forgot to counter. The second time Asuka starts struggling straight away which is what she was supposed to do the first time around. This is nothing to do with Mandy not being able to lift her. Mandy would only be looking to lift her slightly off the mat and drop her back down and would have done so if that's the way it was planned whether Asuka started kicking or not. She would not have nor been able to change in the middle of it, you can see she's already making the effort to straighten out and pull Asuka all the way up in position right from the start, then you can see her face completely contort and legs stumble forward

That's the point, she wouldn't be DOING the move if she weren't SUPPOSE to be doing the move - which was to hold Asuka up for a tic. She would not be actively trying to follow through with her move for real if Asuka were suppose to be countering right away, Mandy would just be lifting moderately to work with her and just set her back down. But she did follow through to get her up in position, so that's that way it was suppose to go up until that point. She just couldn't keep her up at all. This is something we've seen repeatedly from Mandy where she can't lift or hold an opponent up correctly or looks shaky as fuck as she barely pulls off those Vertical Suplexs without killing somebody. She's just doing power moves which she shouldn't be doing.
