finn, nakamura, and samoa joe were all used to sell tickets in the florida nxt shows, and cause i guess they figured having experienced guys around the greener wrestlers in nxt might help the less experienced guys in some way

with aj they knew they could draw money with him on the main roster immediately, so they did. also iirc part of it is that aj played hardball with them and demanded immediate main roster + being allowed to keep the ring name everybody knew him by (in the era of 'dean ambrose' style namechanges)

because these marks need to learn to wait on the wwe offers and only sign when you can demand things like keeping your name and debuting in the main roster

The real question is, why didn't Joe skip NXT? All of the reasons you see for AJ apply to him as well. He was super over, super experienced, was a top guy in a big promotion, knew how to work with tv cameras, etc.

Probably part of his contract negotiation was that he was going straight to TV.

Joe was brought in originally on a part time deal that let him still work indies. He signed to NXT to help young talent and draw live event crowds.
Then he worked ROH shows and wwe didn't like that so they gave him a real contract.
