He's still more than capable of cutting a great promo. When he returned, his return promo was dimes and then the promo he cut on Cena on Facebook was dimes (and very much from the heart as an honest, scathing rebuttal to Cena's jibes about Rock never being around) as well.

He never cut a promo as good as those two afterwards, and I'll always believe that Vince asked Rock to tone the promos down in his feud with Cena to make it more even. It's why Rock never cut a promo as pissed off as the Facebook one ever again. It's why Rock was forced to write promo 'notes' on his arm to give Cena something to come back with, despite Rock never doing it on any other occasion.

The only good promo Rock cut outside of that after his return was the CM Punk one where Punk said the "arms too short to box with God" line. I think that promo exchange summed up how giving Rock is as a performer. Although he had some childish lines ready to make fun of Punk, he ended his half of the promo by emphasising how dangerous Punk was and how the GTS laid him out cold, despite the fact Rock was saying this to a man 100lbs lighter. Rock would probably have done the job for Punk back in the day, but Vince was already hellbent on Rock taking the belt into his Cena rematch.
