Because London's metro area has twice as many people's as Dallas, and it's easier for Brits who don't live in London to get there than it is for Americans who don't live in Dallas. Population density and ease of travel for fans not in the local area are what NJPW needs to look for in foreign markets.

Everything that has already said + NJPW have actually put a fair bit of effort into bolstering RPW. Frequent appearances by every faction(outside of BC), actually having featured NJPW wrestlers hold top titles.
They also have arguably the two most popular UK wrestlers on lock with ZSJ and Ospreay. Marty is definitely more over in the US than both of them because of the Elite connect but right now I cant think of any UK native that could outdraw Ospreay in a big title match currently.

WWE isn't anything close to mainstream here, and almost nobody watches Raw or SD because they are forever on shit channels. Plus NJPW events are on at a good time (9-10am usually) whereas WWE is on at 1am. It's easier to watch along, and it has British wrestlers.
