I doubt he's going to the WWE, from what I remember Vince either shoot didn't like or didn't respect him, and he hasn't done enough or reinvented himself enough in his time outside the E to warrant a big comeback (like, say, Drew or Jinder who came back in with totally new and improved monster looks, or AJ who had massive success in Japan).

I like the idea of Johnny Tokyo, he has a great look that would fit in perfectly with the Bullet Club, plus NJPW is hurting for talented foreigners right now, but I know he's had issues with a neck injury in the past and I just can't imagine him being too eager to wrestle a Japanese style especially at his age. Who knows, though.

I have no idea what his relationship is like with CAWdy and the Cucks, but if I had to guess they're probably on good terms. I would say AEW is most likely his next home.
