They're building up the idea that Ibushi will finally top his one true mentor Tanahashi, and as for Naito vs. Okada, they've been building up this year long storyline involving Naito wanting to get rid of the IC Belt by unifying it with the IWGP HW belt (WK post conference: "I failed at destroying this belt before.. What do you think will come next?"). So I feel like these are the natural conclusions.
