Actually, WWE has been pretty consistent with this. The only wrestlers in contention for HW titles that are billed at 205 or lower are Finn, Ricochet, and I guess LHP. Daniel Bryan is billed at 215 and Aleister Black is billed at 208-210. Cedric and Murphy aren't 205 and haven't been for a long time.
