No they can't. The issue is that the talent is the draw. Kenny has no loyalty to aew. He's there because he wants to prove something which is why he pushed for the ability to take bookings elsewhere, knowing that new Japan would be open to working with him. Same thing with Jericho. While they may take preference in case of a double booking the fact is that aew needs kenny and jericho much more than they need aew.
This is the same thing that happened in Mexico with LA Park and Lucia bros. They realized the wrestlers are the draw and you can either work with them or miss out on the money. New Japan is under no obligation to play nice with aew or have a working agreement with them as long as the two wrestlers they want are willing to work with them.

LA Park was/is a freelancer. Jericho and Mox have exclusive contracts with AEW that only allows them to work NJPW. It's not the same. Plus Jericho has a say on the company. Not an official role but he's on the inner circle of the promotion.
