I said something similar in another thread, this kind of feels like a passing of a torch moment for Kojima and Shingo. It happened naturally and doesn't feel forced.

Shingo was never meant to even be a Jr, and Ospreay is actually using his position as the top Jr to push for better Jr representation at the top of the cards.
With guys like Hiromu, Sho, Yoh and Desperado actually starting to gain some traction as known talent, it is a good opportunity to make the division more than it was in previous years. Running Sumo Hall was a great start, they will probably do that from now on and continue to put a couple of bigger matches on the show to help move tickets.

Ospreay has pinned Ibushi, Cobb, Archer, Fale, Castle in 2019. He lost two matches against HWs, one of those losses is Okada and the Cobb loss was only so ROH didnt look as bad at MSG.
