For AEW, landing him means guaranteeing a relationship with NJPW led by Harold Meij, who loves and worships Nakamura like a God and would do whatever necessary to have him back in NJPW, even if it means working with AEW. To WWE, re-signing him prevents it from happening and hurts both NJPW and AEW.

Even if AEW and NJPW offer him boatloads of dollars and yen, an easier schedule and allows him to go to Japan to hang out with his friends and stay in America, where he can surf and fuck around?

If he signed with AEW it would be to get even more money for even less effort. He's not going back and forth to NJPW shows.

Again, as OP said, AEW might not care about him but NJPW and Harold Meij certainly do. He'll basically be used as a bargaining chip and will be AEW's form of saying "You want Omega, Nakamura, Jericho and Moxley? You'll have to work with us."

Those 4 mean so much more to NJPW than ROH ever could. If they grab Nakamura, it's over for ROH.

Nakamura shows up when the match ks big enough. His Christmas match vs Rusev was good, too. But he hasn't done anything since.

That's not Will Ospreay; the guy who will become the NJPW gaijin babyface HebbyQ champ they crave before kicking off a bidding war WWE will never win because he just doesn't want to go there, then handing AEW the UK market which WWE went in too hard for too early and have completely misjudged because the fans there don't want a watered down version of their former best product, they just want a guy at the top table with a chance of winning the top title.

I have to wonder if there's an issue with his work visa keeping him off the road. Wade Barrett and Drew McIntyre had to return to the UK back in 2012 for a few months to clear up some issues with theirs.

This. This is why signing Nakamura for AEW would be enormous. Then you'll have Tanahashi and Okada going up to management and saying "Why the fuck are we still with ROH? AEW has Omega, Nakamura, Moxley and Jericho, we should be with them." Meij loves Nakamura like a God and Nakamura would be the perfect bridge between both companies.

Or he could just rejoin NewJapan and not fuck with AEW/WWE.

ROH won't be a problem once AEW has a proper roster. They'll have extra and they'll send them to ROH.
This is what will fix the problem.
I think this is known behind the scenes, and is why everyone is waiting on AEW to hit it big.
It's more dimes if AEW is huge when they start their rivalry with New Japan, and ROH is perfect for when AEW has too much talent to deal with.
